Joe Hallgarten is CfEY’s new Chief Executive Officer

Since starting his career teaching for five years in urban primary schools, Joe has 20 years’ experience of leading and influencing education change as a programme leader, researcher and policy analyst.

He has authored many reports and spoken across the world on a wide range of education issues, including on teacher development, curriculum reform, innovation in school systems, and creative learning. He has also designed, led and offered strategic support for a wide range of education programmes, in the UK and internationally. This has included contributions to professional development for teachers, school and system leaders. 

Previous roles have included: 

  • Head of Education with the Institute for Public Policy Research (1999-2003)
  • Director of Programmes with Creative Partnerships and Creativity, Culture and Education (2004-2011)
  • Director of Education then Global Director with the RSA (2012-2017
  • Principal Consultant with the Education Development Trust (2017-2020)

He has also led projects as consultant for the UK Department for Education, the Prime Minister’s Strategy Unit, and London 2012.

Joe spent 2020-21 in two part time interim roles: as head of curriculum Development for the LETTA Multi Academy Trust in East London; and as interim director of the Hertscam Network, an international teacher leadership charity. A long term resident of Hackney and parent of three children, Joe is also a trustee for Fuel Theatre, and a member of Na’amod.
