Joe Hallgarten: Charities with more than two years’ reserves should not receive new money

In this controversial article written for ThirdSector, CfEY’s CEO, Joe Hallgarten, argues that ‘If any charity has free reserves (including liquifiable fixed assets) greater than two years’ expenditure, it should not be able to receive any new money – whether from individual donations or organisational grants – until it has spent these reserves down, or has a concrete and actionable plan for how it will do this’.
